"We the people of the United States of America, the independent United States, believe that the draconian statutes and laws, as initially enacted by President Clinton in 1998 in HB 6, limiting student access to Federally subsidized college loans after being convicted of possession or distribution of marijuana is counter productive to furthering of the education of young adults.

This petition favors no attachment between Federal Funding, Federally Guaranteed Loans, Federal Grants or Federal Scholarship for personal use toward secondary education and any level of criminal indictment connected with cannabis."
