Study the feasibility and benefits of a national/trans-national water pipeline to balance American water supplies.

Ask the president and congress to consider whether it might be feasible and beneficial to design an intercontinental water balancing pipeline. If it can be done with oil, natural gas and the interstate highway system, surely it's possible to connect Canada, the U.S. (including Alaska!) and Mexico in a long term technologically challenging project to be staged over decades. Long term thinking is the way to go here, but building it in stages would provide relatively quick benefits. It could be supported by cutting unnecessary/obsolete projects and programs, a new U.S. infrastructure bond with a mandatory percentage of bonds made available to citizens of the three countries. The interstate highway routes might be a good start to minimize the need for the inevitable environmental impact study.
