Study the feasibility of giving a government job to anyone that wants one. This program will replace any program that currently supplements lower income households.
In other words, have anyone that needs help from the government work for it in some capacity.
The jobs can be anything from teacher's assistants to community organizers.
The salary should be set according to the poverty level (adjusted for things like the area they live, number of dependents, number of people in the household, etc).
