study psychological effects of the public school system

The current public school system causes psychological and emotional issues in some of the most capable of America's young people. I petition that the Obama administration form a task force to study these issues and set aside funds such that this task force is effective in its goal. I must add that once this task force completes its research, the solutions should find their way into public policy.
To clarify, the school system tends to have a "one size fits all" approach to teaching. This means that those students fall on either side of the bell curve of capability tend to have their needs ignored. I do not believe that this is necessarily a funding issue, but an issue of misunderstanding and perhaps a touch of laziness. Reform in classroom is vital for the next generation of innovators.
