The dysfunction in the recent sessions of Congress can't just be blamed on the cynical partisan gamesmanship of the senators and representatives, but is likely the cause of mental defects or insufficiency. The aim of this petition is to urge the Administration to convene a panel of appropriate experts from government agencies, such as relevant divisions of the National Institutes of Health and the Centers of Disease Control, as well as private institutions (e.g., leading medical schools, psychiatric and psychological institutions, insane asylums, etc.), to develop minimum standards for intelligence for prospective Members of both Houses of Congress, to be embodied in a so-called "Low Bar Amendment" to the Constitution. Fewer idiots; more sanity, it would stand to reason!
