Our legislators use Congressional sessions most recently for ideological battles with general inaction. We the people, seeking redress of the general stagnation and procedural subterfuge that have made our Government risible, do hereby request formulation of pay grade dependent on efficient passage or defeat of proposed measures on a timely basis.
Penalties could accrue for 1) overdue budgets; 2) delayed voting on appointments; 3) submission of a proposal more or less unchanged more than three times in a session; 4) meaningless legislation those proclamation of days, periods or titles expressing an honorific nature and 5) early departures or extended holidays from planned session time. We expect our people to be more productive and require no less of our paid legislators.
