submit an amendment to the Constitution that would set term limits for all members of Congress.

Prior to 1995, 23 states had passed rulings that would set term limits on Congress. However, in 1995, the Supreme Court (in case U.S. Term Limits, Inc. v. Thornton, 514 U.S. 779) found that states do not have the right to create requirements for election that go above and beyond what is defined in the Constitution of the United States. Therefore we ask that an amendment be submitted to Congress that would establish term limits for elected officials.
In the Articles of Confederation, the 5th article did include limits
"individuals may not serve more than three out of any six years."
Sadly, this was not included in the Constitution although there was support for it from many who did sign the constitution. I wish for more characters to make my point, but if you agree, please sign.
