Prior to 1995, 23 states had passed rulings that would set term limits on Congress. However, in 1995, the Supreme Court (in case U.S. Term Limits, Inc. v. Thornton, 514 U.S. 779 (1995)) found that states do not have the right to create requirements for election that go above and beyond what is defined in the Constitution of the United States. Therefore we ask that an amendment be submitted to and ratified by Congress that would establish term limits for elected officials.
In the Articles of Confederation, the 5th article does include limits "individuals may not serve more than three out of any six years." Sadly, this was not included in the Constitution although there was support for it from both Jefferson and George Mason among others. The presidency has term limits why doesn't congress?
