We the People want the President of the United States to submit a Balanced Budget Amendment to the 50 States for ratification.
The Amendment must state that.
1. The President must submit a balanced budget proposal to Congress prior to each fiscal year where outlays do not exceed revenues except in time of war declared in a joint resolution of Congress.
2. The President and Congress must come to an agreement on the budget prior to the start of the fiscal year, otherwise no monies shall be spent in that fiscal year.
3. Revenues mean all revenues of the United States except those derived from borrowing.
