Submit a bill 2 Congress mandating a binding plebiscite 4 Puerto Rico in light of the 54% of voters rejecting status quo

Dear Mr. President,

Whereas it was clear that 53.99% of voters (almost a million men and women) chose to reject the status quo territorial ("Commonwealth") status of PR in relations to the US, (first time in 4 plebiscites), it is incumbent upon you to submit a bill to Congress to make it mandatory to convene a Constitutional Convention in the island to determine permanent status and make the results thereof binding and final. Almost 54% sounds not just a "plurality" but a clear, mathematical majority to me.
