The bipartisan Base Closure and Realignment Commission (BRAC), first formed in 1989 to overcome Congressional resistance to closing excess militarty facilities, has demonstrated a viable, constitutional model for overcoming Congressional gridlock and eliminating tens of billions of dollars of wasteful spending.

Given the inability of Congress to act, we believe that a commission with genuine legislative authority, aimed at reducing the deficit and promoting growth and innovation can harness the goodwill of patriotic Americans and put America on a path to sustained growth and development.

Sequestration is not a substitute for long-term structural reforms of the tax code, government spending and entitlement programs. This approach is far more effective and appropriate.
