Submit a Budget. This is non partisan because as a timely budget is key to our governmental function.

It doesn't matter what your party affiliation is but submitting a timely budget kicks of the process of funding our government. When the executive branch submits its funding needs to achieve its objectives the ball goes into the congressional court and they can decide if they want to play or not. No backroom deals, no campaign, just submit a budget and THEN lets have the debate.
