Both Republican and Democratic controlled Congresses have (despite any rhetoric they espouse) have continued to spend money they do not have, increasing the deficit under both parties. The only way to restrain deficit spending is to give the members of Congress an incentive more powerful than the special interests who drive all this spending: Term limits. If the actual measured deficit at the end of the year (i.e. expenditures minus revenue) increases, then term limits are triggered and the American people can try to find some new members of Congress who are better at fiscal restraint. If the deficit shrinks every year, then eventually it will hit zero and we can start paying down the debt as well.
