Adding a community service requirement to welfare would likely discourage a portion of the fraud committed. It would also help reduce the social stigma attached to welfare via the public perception that recipients must not be interested in being productive. This would hopefully encourage more folks who could benefit from the service but are embarrassed to apply for help they need.
