If members of the House of Representatives and Senate fail to enact legislation necessary to the running of the country, and that failure causes cuts to programs that help people who make less money than a first year representative, they will make minimum wage until legislation passes. If they invoke filibuster rules but don't stand up and have a filibuster (talk for hours on end without peeing), pay and benefits are forfeit for the duration. Failure to pass any legislation in two consecutive months or to spend more time on recess than working will result in a reduction in pay to minimum wage, with no pension or healthcare benefits the average minimum wage earner doesn't have. Regular pay will commence when congress begins working again.
