Many Americans are on support programs because they cannot find work but still need to support themselves. Many of these people are perfectly capable of working, and would prefer to earn their money and not rely on assistance. It would be more advantageous for the government to still provide this support but have it go through an employer who can use the extra manpower to grow business. A subsidies program could use the money that is already being spent and help it grow businesses.
Obviously there would need to be over site on this program. An employer would need to make a case for why they need the extra help and why they wouldn't be able to immediately pay a new employee a full salary immediately.
