Subsidize farmers that use conservational farming techniques.

"A nation that destroys its soils, destroys itself"(Franklin D. Roosevelt). Soil degradation is making a huge impact on agriculture and the environment in the United States (erosion, salinization, water logging, etc.) Rather than supporting farmers that use conservational farming techniques, the USDA has been subsidizing farmers that produce greater yields and that grow demanded crops. We the people want to subsidize farmers that use conservational techniques in order to protect our soils from further degradation.
