Following the Japanese earthquake in 2011 which crippled Japan's nuclear clean energy program, the government is crippled with having to re-open an old gas powered system which is spewing gasses into the air instead of just isotopes in the water. To reduce the usage, and therefore- the demand- the government is offering subsidies to get people "off the grid" and into a clean self-sustaining energy source.
We need this. It will create jobs, make my house run on clean energy which will keep our children and grandchildren healthy, but also set foot into a new era where companies, like oil and gas producers, aren't hated as bad companies, but are forced to change for public good. We cannot keep polluting our planet.
