The USFG needs to substantially increase its funding to MPO's for the development of transportation in low income areas through a framework of;
1 Increasing access to job markets, healthcare, and education,
2 Increasing public participation in the planning,
3 Using a fair equity impact analysis for projects, and
4 Incorporating environmental justice.
Despite the civil rights act and desegregation of all public transportation systems, racism has masked itself behind federal funding and white flight. Much more is spent on suburban than urban areas, leading to a lack of access to education, jobs, healthcare, and more. This is a human rights issue.
