Rigging vehicles to expel more and darker exhaust than normal as a sort of counter-attack to environmentalists advocating lower emissions.
It is disrespectful, ignorant, and irresponsible. Everyone has the right to free expression, but rolling coal infringes on the rights of others and is a public health hazard.
