Substantially increase the taxes for companies that operate in the U.S. and choose to outsource work to other countries.

This should motivate large companies to hire Americans if they choose to operate their business in the United States.
If they do not want to employ Americans then they should operate their business in another country.

Force large cooperation’s and businesses to support the country they reside in by using locals (Americans) to be part of their work force.

This would also create more jobs as these businesses would be more motivated to hire Americans.
