Succeeding States must Pay back their share of National Debt and all Military Bases and Federal offices must move out.

If states in the United States of America choose to succeed from the United States in order to do so they must pay their share of the National Debt, all Federal Funds must be returned promptly. All US Military Assets and contracts will be hereby withdrawn and all National Guard Military Equipment that was federal subsidized will be return to the US Military and bases will be closed down and assets and Military Personal will be moved to a Non-Succeeding state and form new bases. Succeeding States must pay to help refugees of these states and pay them for their homes and property they have to leave behind in order to Remain US Citizens. Also Border Check points for Border Patrol to each Succeeding States to non-succeeding States.
