Successionists should be treated like Loyalists in the 1780's. Loyalists stood opposed to democratic government that treats all equally and assists all - not just the rich or noble - to advance as far as innate talents will permit. Basic human rights dictate that they can disassociate; exile permits us to be rid of the cancer. We have to consider the lack of land for them to forage nowadays as few countries have immigration policies like ours that accepts malcontents. Therefore all successionists should be relocated (exiled) to an uninhabited Hawaiian Island and be provided welfare stipends for the two year maximum in lieu of or further governmental assistance. (They should also immediately be fired from any job requiring a Constitutional oath.)
