Sue China for hacking into U.S. Government computer networks

Although official U.S. press releases do not name the government of China ("China") as a suspect in the recent cyber-theft of U.S. Office of Personnel Management (OPM) records, numerous news media reports suggest that the FBI believes that China may be behind this unlawful activity.

This petition requests that, if evidence shows that China is the culprit in this cyber-invasion, that the U.S. Department of Justice (DOJ) should institute civil action against China in U.S. District Court, under 18 U.S.C. § 1030 (Computer Fraud and Abuse Act), and that upon receiving judgment, the District Court should order the U,S. Department of Treasury to offset the amount of the damage award against U.S. Treasury Bonds/Notes held by China.

The net result may substantially reduce the federal debt.
