Congress has already agreed to pay the debts of the United States. It must not be allowed to intentionally harm the economy by knowingly and willfully breaching the debt limit. The debt limit conflicts with and contradicts all other spending bills that Congress has already passed (and the President has already signed) and therefore the debt limit cannot be constitutional.
