sue individual members of Congress for 23.8 Billion dollars lost during government shut down for US Taxpayers

Recently during the government shut down many members of Congress decided it was in their Parties best interest to put at risk the credit worthiness of the US Government in violation of the 14th Amendment Section IV. The President should, instruct the Department of Justice to sue either the House Speaker or current members of the United States Congress for willfully wasting US taxpayer dollars to the tune of 23.8 Billion US dollars. Suit should be brought on behalf of the Citizens of the United States against each member of Congress. The suit should further seek to bar all current members from re-election to any elected office for the United States and its citizens under the grounds of their willful attempt to jeopardize the sovereign standing of the United States abroad.
