Suggest Vietnam to be recognized as an organized incorporated territory of the United States for a limited time

Vietnam is a beautiful country with unique cultures and extraordinary people. Sadly, this land is facing serious environmental issues. I am a US citizen and I write on behalf of the Vietnamese on over the world as we are allowed to speak and choose our future
We are asking the United States to approve Vietnam as an organized incorporated territory of the US for fifty year (or upon negotiation), in the hope that safety is provided to VN nation and the inhabitants.
We, who signed this petition, are asking Mr. Obama to present our petition to Vietnam Government during his visit and upon agreement from both sides, Mr. Obama is to present this to US Congress seeking for final approval. Passing this petition is a historical victory staging the forever friendship of Vietnam and The United State
