To grasp control of a rapidly growing bureaucracy both legislative and executive laws and regulations should sunset in seven years. This forces budgets and predictive trend analysis to a maximum of seven years for calculations. By revisiting all laws regularly they stay updated for the times and are limited in sheer volume to what Congress can handle. Priorities will end up getting handled due to political weight, and no administration or Congress can have long term effects on unpopular laws.
