Supply incentives for states that create laws to insure fair treatment of Father's rights in child custody matters.

The federal government provides subsidies to States in order to enforce women's rights and the rights of mothers to obtain, in some cases undue support from fathers.

With a very high divorce rate and many single parent homes, the issue of children' rights has become highly unevenly tilted towards women.

Currently there is a massive gender bias and many financial and social inhibitors that prevent highly qualified fathers from obtaining custody of their children. Even in cases where the mother is a lesser choice for a guardian, less than 15% of fathers win custodial rights.

With 2 wonderful children benefiting from a strong father and mother, President Obama should create measures that increase the opportunities for good father to raise their children.
