Support a 2 child policy which would tax any american who would allow their family to grow beyond a sustainable limit

This controll on the current unsustainable growth in population would have a major impact on the quality of human and envoirnmental life both presently and in the future. It would decrease over crowding in schools and thus improve the quality of education as well as the quality of the american citizen. The availability of jobs would thus be impacted as well. Immigrant migration would also reasonably slow. The tax revenue generated by those who would continue to allow over population (those who would choose to have more than two children or allow their current family to grow) would be substancial. This system would not only address the issue of human sustainability but would additionally create funds, as opposed to the child tax credit system.
