According to an October 2011 Gallup poll (See Gallup: Record-High 50% of Americans Favor Legalizing Marijuana Use), 76% of Americans support Marijuana policy reform, reduced penalties, and decriminalization. 56% support full legalization. 69% of liberals support full legalization. At this point, it's not just a civil rights issue, but even a good campaign move. There is no valid scientific reason for possession or sale of Marijuana to carry multi-year prison sentences. The drug war has failed, and is wasting valuable tax dollars in a time of economic instability.
