There are over 450,000 untested rape kits setting on shelves in jurisdictions across America. Some, as recently reported in Texas and Michigan, have been setting for more than twenty years. Women and men are victimized but the preponderance of victims are female. Regardless of gender, this is unconscionable.
These perpetrators, identified after the expiration of their state's statute of limitation, are beyond the reach of the law. Their victims have been left with lives forever altered, and with little or no recourse. Most often, these perpetrators have left a trail of victims.
As it stands, rapists know if they escape detection long enough, they escape punishment. Add to this, the disgraceful and intolerable situation regarding sexual assaults in the military. End all such statutes now!
