The Constitution currently states in Article 1 section 4:
"The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Place of Chusing (sic) Senators." In order to prevent the gridlock and dysfunction taking place in Congress due to the effects of gerrymandering it should be proposed that Article 1, Section 4 be repealed and instead Congressional Redistricting should be conducted by a non-partisan panel of experts in demography and geography appointed in each state to draw the congressional districts in their corresponding states once every ten years after the official census.
