In honor of the life and exemplary service of General Norman Schwarzkopf, his bravery and brilliance on the battlefield, and especially marvelous leadership during the First Gulf War in commanding the most efficient American War to date, we, the People of the United States, call on Congress to posthumously award General Schwarzkopf the rank of General of the Army, commonly referred to as a five-star general, as fitting his role in Operation Desert Shield and Operation Desert Storm, and we call upon the Administration of President Obama to publicly endorse this request and encourage Congress to take this action.
