Many current State Intellectual Disability Waiver Programs limit or completely restrict access to benefits for those with a diagnosis of Autism or other Developmental Disability. Ineligibility is based solely on IQ, rather than equal consideration of low adaptive functioning. In addition, appropriate programs for young adults within these Disability categories may be non-existent altogether. As Waivers are federally-funded programs, there is a need for Federal Standards/Guidelines to be established to maintain equal access to services as mandated by the Americans with Disabilities Act. An appointed bi-partisan council of legislators needs to be established to address the issue.
