Congressional procedures for the passage of Bills has been crippled by the continued stuffing of irrelevant issues into Bills, making it impossible for voting up or down on the main issue. The Bill to aid Hurricane Relief is just one of many such issues. Sometimes it seems to be politically intentional. Having ONE BILL/ONE ISSUE/ONE VOTE will clarify the voting records and improve efficiency of passage of important Bills we need for the Budget, Jobs, Education and Healthcare. You vote up or down and move on to the next Bill. It's that simple.
