This petition is to award electorial votes adjusted for voter participation. The amount awarded to each person seeking public office in an open election should be calculated as follows: Total possible electorial votes X percent of voter participation. For example: California has a maximum of 55 votes. If 60% of the registered voters cast a ballot, then the winning candidate will receive 33 electoral votes (55 X 60% = 33). This system will make every vote count and encourage more participation while preserving the structure and spirit of the electorial college.
