Recognizing that gun control will be executed at the state and local level; federal guideline legislation should be adopted and defended. The following principles are a foundation for model federal legislation that would be tailored, adopted and enforced at the state and local level.
1) Background checks should be a universal requirement for firearm purchase, transfer, and ownership. Note: This is not firearm registration, but documents rights.
2) Firearms may be prohibited in residences with mentally unstable occupants.
3) State and local jurisdictions are fully authorized to permit or restrict the possession of loaded firearms, outside the home, including rounds in magazine.
4) Guidelines will be issued for the reasonable search and seizure of weapons from public and private space.
