The administration should consider supporting mandatory (compulsory) voting. Compulsory voting would moderate the electorate and ensure that all persons' voices are heard by way of participation the electorate. Additionally, the administration should consider supporting legislation and/or constitutional amendments requiring that states with voter ID laws make the appropriate ID freely available to all eligible voters.
