"Members of Congress serve at the will of the people, to handle the business of the people. We desire a brave member of Congress to formulate a piece of legislation which will tie direct compensation to direct work product completion...There should be direct penalty, not for making a choice one way or another, but for missing deadlines, and not completing the people's work.
