support a Constitutional Amendment to allow petitions to referendum for any idea rejected by or stalled in Congress.

There is grid lock in this country and even worse in Congress. Instead of "going to the mattresses" on every topic, the voters deserve honest efforts to find what the late Stephen Covey called THE THIRD ALTERNATIVES - alternatives to positions held by either political party. But it's unlikely, in the near future at least, that this will occur. As a result, citizen voters should be able to petition an issue to referendum. In an effort to address better alternatives, the petitions need to have the support of at least 20% of eligible voters in at least twenty states in order to go to referendum. If the referendum is voter supported, Cabinet Departments will develop appropriate language that will automatically go to referendum for intent, NOT reconsideration.
