Congress has repeatedly demonstrated their inability to govern rationally with deep divisions, in ability to compromise, shut downs, fiscal cliffs and massive spending bills filled with pork and waste.
Providing the President a line item veto which has been demonstrated and used successfully in many states would provide restraint and policing of bills submitted, encourage compromise, and eliminate "bridges to nowhere", private perks, and may even restrain Congress from giving themselves raises!
