A 21st century People's House (Ph) shall provide the people direct access to legislative action with a 75% direct majority agreement expressing their will. Votes shall be via the internet utilizing secured access. Computer voting stations shall be provided at public libraries for citizens without internet access. Laws shall be passed with the vote of the Senate combined either with the House of Representatives or Ph. All increases in congressional salaries shall require a Ph passing vote. The Ph shall serve to override excessive influence of moneyed minority lobbyists and enable passage of common sense laws and regulations that are stifled by inaction and obstinacy, but shall still require deliberate passage of law by the U.S. Senate. A Ph legal research staff & web site shall be provided.
