Support a Constitutional amendment to force states to assign House Representatives in direct proportion census pop data

In the 2012 election more people voted for Democratic representation in the US House of Representatives then people voted for Republican representation. Yet the US House of Representatives remains in Republican control because states are allocated representation in proportion to census population data however states do not assign voting districts according to census data. State legislatures usually assign voting districts in such a way as to guarantee the current party in power in the state maintains or increases it's power.
A constitutional amendment that reaffirms the original intent of the constitution of EQUAL representation under the law seems long overdue.
Congress is broken this is the simple fix that both parties have avoided due to greed and lust for power.
