As free and fair voting is the engine for democracy, and the United States has a special passion for protecting these ideals, we recommend that a Constitutional Amendment be passed guaranteeing every citizen of at least 18 years of age the opportunity to cast a vote in local, state, and federal elections.
Amendments of this type have been proposed to Congress throughout our nation's history and should be considered more seriously, as recently as 2011. See HR Res 28: http://www.govtrack.us/congress/bills/112/hjres28/text
We urge the President to publicly support a voting rights amendment and remobilize voters.
