To Advocate the Reform of the Electoral College
Whereas there is a growing disparity in the Electoral College; many Citizens votes are disenfranchised by the Electoral College
Each popular vote winner of a state will receive one half ( 50%) of the Electoral College for that state
The winner of the most county units of government in the state shall receive the other one half of the Electoral College
Therefore a candidate can't just win the largest metropolitan area of a state but must then convince the majority of the geographical populous in a state to vote for them to gain 100% of the Electoral College for that state.
