Support Constitutional Amendment to recall members of Congress

When members of Congress do not work together, or hold the country hostage for party ideology, rather than the best interest of the country, we as voters, should have a method to recall those representatives. They continue to waste tax dollars accomplishing nothing.
1 - A state would have an online petition of voters to request for a recall election.
2 - If enough voters sign the petition, a recall election is scheduled. This is a vote to recall the elected official, only.
3 - 60% of the average voter turnout of a general election, must vote in the recall election. A 2/3 vote of those who turned out to vote would recall the member of Congress. They must be out in 30 days.
4 - The Governor would appoint someone of the same party of the recalled member, to replace them.
