The House of Representatives was considered to be a forum of the common man, whereas the Senate was seen as the institution of the "politically connected and wealthy." The House of Representatives should be returned to the 99% by requiring that:

1. No one can run for the House of Representatives unless their last two tax returns show an income level less than the 99th percentile of income based on the the general population.

2. If the income of an individual elected to the House of Representatives rises above the 99th percentile of the general population, that individual must vacate their position upon the next election cycle.
