Require Congress to create a balanced budget annually. In addition, failure to execute this requirement will result in docking of all pay and expense reimbursement for congress and staff as well as disqualify re-election for all elected members of the Congress.
In addition to the balance budget, minimum debt re-payments on the national debt will be 5% GDB or Double the annual debt payments required whichever is higher.
