support a constitutional amendment requiring recall elections for all legislators when no budget is passed for 18 months

The Administration should officially support an amendment to the United State Constitution that would provide for wholesale reelection of the legislative branch whenever more than 18 months passes without a budget being presented to the President for his signature.
